RÉSUMÉ ANALYTIQUE
Opportunity
Knoxville’s Community Development Corporation (KCDC)is releasing Request for Qualifications (RFQ) C25008, inviting master developers to submit their qualifications for the redevelopment of an approximately 3.4-acre site in the heart of Downtown Knoxville.
Location
Situated on the north side of the 400-500 block of Jackson Avenue, this prime urban site is part of the thriving Jackson Avenue / Depot Redevelopment District. This high-visibility location is just a short 10-minute walk to Knoxville’s brand-new multi-use stadium, Historic Market Square, World’s Fair Park, and only a 20-minute walk from the University of Tennessee’s flagship campus. With strong pedestrian and vehicular traffic, the site is perfectly positioned to maximize connectivity and community engagement in one of the city's most dynamic neighborhoods.
Urban Development
In recent years, this part of Downtown Knoxville has experienced a revitalization surge, attracting an exciting mix of restaurants, retailers, and creative enterprises. The area's historic charm, combined with its proximity to Knoxville’s most iconic landmarks, makes it a prime location for both established businesses and startups. Just steps away from Historic North Knoxville and the Old City, this redevelopment site offers incredible visibility and the opportunity to become part of a vibrant, growing community.
Site Details
The site currently includes nine parcels, totaling approximately 146,000 square feet (3.4 acres), and is in the process of being re-platted into a single unified lot. Currently, the Site is entirely vacant and a portion of the site is being used by the City of Knoxville as surface parking.
Two-Step Developer Selection Process
KCDC is implementing a two-step process in connection with selecting a developer for the redevelopment of the Site. KCDC will first request qualifications from entities interested in purchasing and redeveloping the site. Submissions will be reviewed and evaluated by KCDC’s Evaluation Team, and only the top-ranked, qualified proposals will be invited to participate in the second step, where proposers will be asked to submit detailed redevelopment proposals consisting of development plans, land purchases terms, proposed project team, development timeline and other key development-related considerations. It is anticipated that during the second step, selected developers will be asked to review and mark up a development agreement that will govern the redevelopment of the Site.
What KCDC Is Looking For
Successful development teams will demonstrate commitment to innovative context-appropriate development practices that integrate connectivity through thoughtful placemaking. Experience with urban, mixed-use developments with an emphasis on ground-floor activation and multi-story residential is preferred.
